Protection of cultural property in armed conflicts

Many recent examples show that cultural assets are victims of vandalism and targeted destruction in armed conflicts. The aim is to humiliate, demoralize and punish people within the framework of psychological warfare. The “Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict” aims to counteract this. However, the criteria set out in the Convention and its protocols are very general and of little help in the search for endangered objects. In his lecture, Dr. Bernhard Preuss, Commissioner for the Protection of Cultural Property under the Hague Convention at the Federal Office of Civil Protection and Disaster Assistance, will highlight the problems and discuss a further developed system for identifying endangered cultural property, especially with regard to the abuse in armed conflicts.
