Network at the University of Freiburg Aims to Increase the Visibility of German Security Research in Europe

With the goal of improving the integration of legal research in Germany and European security research, jurists at the University of Freiburg have initiated the Competence Network for Law on Civil Security in Europe (KORSE). The researchers from various German universities participating in the network aim to pool the expertise on security available nationwide and develop KORSE into a center for legal questions on European security research. The Federal Ministry of Education and Research (BMBF) has agreed to provide a total of around 3.5 million euros in funding for the network over the next three years.

Research at KORSE will focus on current legal questions concerning civil security law in Europe, particularly basic and human rights but also the cooperation of security authorities, security management in companies, and maritime security. The participating researchers plan to cooperate closely with their colleagues from the current research projects of the federal government framework program “Research for Civil Security, 2012–2017.”

The funding from the Federal Ministry of Education and Research will enable up to 22 junior researchers from throughout Germany to conduct independent research projects, including ten alone at the Center for Security and Society of the University of Freiburg, which will also be responsible for coordinating the network. The coordinator and head of the board of directors is Prof. Dr. Ralf Poscher, director of the Department of Philosophy of Law at the Institute of Political Science and Philosophy of Law. The other members of the board are Prof. Dr. Silja Vöneky, director of the Department of International Law and Comparative Law at the Institute of Public Law, and Prof. Dr. Jens-Peter Schneider, director of the Department of Public Law, European Information and Infrastructure Law at the Institute of Media and Information Law. The board will be assisted by an expert advisory council composed of members of the Faculty of Law of the University of Freiburg and the cooperation partners.

The research institutions from across Germany participating in the competence network include the Center for Security and Society of the University of Freiburg, the German Police College in Münster, and the Claussen Simon Chair for International Law at the Bucerius Law School in Hamburg. Additional cooperation partners include the Freiburg Max Planck Institute for Foreign and International Criminal Law and the Fraunhofer Institute for High-Speed Dynamics, Ernst Mach Institute. The network also plans to cooperate with further European institutions engaged in civil security research in the course of the project.
